This whole article is about the hierarchy "keeping control" of the laity.
One can even sense a fear that the laity might "get out of control"

And this was written in 1965!

Today that fear is even greater

Not just the laity. Also the clergy and religious.
Must be "kept under control"

As must all Catholic institutions, great and small

The relationship between leaders and followers in the Church
should be like that between parents and children.

The relationship between parents and children should be one of love and trust, not one of "keeping them under control".
