The article speaks about places where "the collection" is not enough to support a priest

Speaking of the collection: I've heard of places where the "counters" keep a bit of the collection to help their families or themselves.  I've also seen places where just one person does the counting....a big temptation.
In many places the uncounted collection is given to "father" to mind....also not a good idea

Best idea: a team of at least two or three highly trusted people to do the counting, preferably straight after Mass.

Jesus, please help people avoid the temptation to steal church money!
