This  article says that Religious should receive proper formation and a  tertiary education

Since the time of Vatican II, most religious congregations have seen to this. And most Religious are usually diligent students

But we do not live on degrees alone, and an increase in tertiary degrees has not stopped a steep decline in the membership of most congregations
